My first reaction is to give these crimes a rating of 5. A very dangerous and ignorant individual to ignore the law like that so what else are they capable of doing.

5 cause who is going to pay the bill if you hit someone and puts them in the hospital or cripples them for life..or worse?
these individuals should be put in jail for as long as that person is dead or crippled..in other wards life...maybe that would stop the slaughter in the USA...118 people die every day in a motor vehicle accident and countless thousands are hurt and crippled for life..think about this..do you want your family all bunged up?
