You get what you pay for!
If you are not prepared to pay for a qualification and expect to become a "professional" for free... you are never be recognised or accepted by any reputable professional organisation. As a result your employment opportunities (including a client base if self employed) would be extremely limited - and I would go so far as to suggest non-existent... as you would have no credability.

Over past 25 years computers have been getting ever easier to fix, upgrade and to use for any old non-tech person. And more and more reliable (unless you get some cheap one that John at the market made up for you)

Personally I don't think theres much of a future as a computer technician. However there is future for software engineers and programmers.

Job Centre might stretch to sponsoring A+ or possibly N+. Any Microsoft or Cisco courses are more serious money. Some manufacturers run their own hardware courses but charges vary wildly.

The course materials shouldn't be too hard to get free from somewhere or other, but I think you'll find it difficult to avoid an exam fee.
