Nations fighting aids,It's all a fake front.?

Everyday I read the newspaper and there's alot of headlines showing The fight against Aids.
Country claims they are spending billions of dollars conducting various medical research for a vacine for aids.

Just yesterday,I was on the bus and it passed by the local red light area.
The sights of so many women peddling themselves makes it a depressing sight.
Many of these gals are from the neighbouring countries like china,vietnam.
I thought to myself that these gals should be back home having a proper education,finding a good guy and living life normally and not be selling their body.

this brought me to what have the organisation like the UN or local government in nations have been doing.
No doubt they have spend tonns of money in it fight again aids,I see it all as redundant.

I don't see why can't they crack down on all red light district.
Aid's will not be on a rampant then,the money spent on research can then be used to feed
