Springs ... I recognize that file name, but to my surprise, I'm not finding anything beginning with "vbrun*.*" on my XP system.
I didn't search my whole hard drive or I'd be here all day. However, I did search the . . . . . Oh, never mind. I had better search my whole drive, but I thought for sure that it would be in my Windows directory.
Anyway, while I'm waiting, let me say that I recall this as being a Visual Basic runtime library file. Let me ask ... Are you running an older version of Windows or something other than XP? No, I'm not trying to say that there's something wrong with running other/older versions of Windows, but I'm a little surprised at what I found on my system.
The only file I saw beginning with "vbrun" is a file in my Dell directory (I have a Dell PC) named "Vbrun300.dll".
Anyway, here's my point ... You've probably got something installed that requires the routines in that DLL file. I'd not move it or delete it.
Also, if you still need to know more about that file, search via Yahoo or Google for the exact file name. You'll get many hits, I'm sure. Also, in Windows Explorer, you can right click on the file, select Properties, click on the Version tab, and you may find some clues from there as to which program installed it.

Keep it. Visual Basic is a programming language, and VBRun.DLL is a module that lets programs written in VB run (it's really a runtime library).
You could uninstall it - not all programs use it. But one might, and then it won't work any more.
