Now......An equal but different situation.....

Wont this dog freeze to death??? A Toy dog would be more vulnerable than any human..?......
This couple that live in the neighbourhood take this little helpless dog out in the cold with out any protection from the cold -10°C ,14°F for long periods of time.
Is there a law about this? ....Or should I confront the ignorant couple? .....and ask them why they fail to put a jacket on to protect the little dog from exposure?

...why not try this... "size-up" the mutt (I'm sure you can look and see how big this beast is)... to to Pet Smart and buy it a doggie coat !!! present it as a gift... you'll help the pooch and most likely make some new friends.... (Ignorance is bliss)....the dog owners.

I would buy the dog a sweater or jacket and perhaps some matching booties. I would take them to your neighbor and say, "I say your little doggie shaking out in the cold and it broke my heart. I just had to get him a sweater. I am sure it will look great on him. Do you mind if I put it on him?"

This way, you are not blaming the dog owners, yet they will get the message that they should of thought more about the dog's protection from the elements. The owner will be more apt to actually using the gift on his dog. Where as, if you yell and demean the owner, they may refuse to help the dog out of spite.

Plus, if you do it in a very caring manner and present it as a gift, the owner might feel obligated to put the jacket on each time because he does not want to offend you.

In the end, it is more about the dog and what is best for him. It is not about the owner's or what is right or wrong. Just that the little guy is warm and cozy.

Depends on where you live. confutation in some areas
may lead to dire results. If it were a relatively save area
I would discretely remove my jacket and offer it to them
to cover the child.. Possibly they may take the hint.. The dog
I would report them..

I was thinking you talking about a baby, it's a dog, that's fine, I'm a dog and wear no jacket in -10 c being on my couch.
and why are you looking into other people's windows, are you a pervert?
all kidding aside, the dog is fine, he has his own protection, fur, lets face it, I haven't seen a dog making a jacket.
nature took care of all the animals

rescue the dog yourself if possible and then call cops or aspca but in 14 degs the little dog may not last long

They may not realize how small dogs are extra sensitive to very cold and very hot temperatures. Confront them, but leave your anger at home.

you are liable to a good slapping and or a mouthfull of abuse. i would speak to social services about the kid if your that worried and let them deal with it. as for the dog, they do tend to be hardier than we humans to the weather, again if your worried speak to the rspca (uk, roayl society of prevention of cruelty to animals.) or what ever the usa version is and again let them take care of it

well.. since its a dog.. these people might not know what this animal needs... i say just VERY politely talk to them about it. not judging them.. just kind of letting them know.

Child abuse, and animal abuse. You could call Animal Rescue, and you could call Social Services.
