I was searching on Yahoo! for your issue/problem and found someone with the same thing. He too is circumsized and bathes a lot. The person who replied to him said this:
"Hi, I also have such a problem, and I wash twice a day. I use soap and think that it can’t be a matter of bad hygiene anymore. I came to the conclusion that it is impossible to stop the smell of a penis and the aroma so long as you produce testosterone. Washing too often can even make it worse by removing the helpful bacteria. It is suggested to wash once per day or after any ejaculation, from masturbation or after having sex. There is also a possibility of thrush infection in the case of itchy and mottled helmet. For this you need antifungal medications and a professional help. "
Another guy suggested this:
"Smelly foreskin is usually caused by degradation and biological decomposition of organic matter accumulated on the head of the penis and on the foreskin. If you don’t maintain regular hygiene of that area the bacteria in that area starts procreating and degrades these products producing odd smell of the foreskin. I think that you should wash your foreskin with an antibacterial soap for a few days or apply outer antibiotic or some kind of an antifungal cream and it that doesn’t solve the problem of the smelly foreskin then you should talk to your doctor."
A health website said this:
"Smegma is a natural lubricant made up of a number of bodily secretions that allows smooth movement between the foreskin and the head of the penis (glans) during sexual intercourse. However, if it is allowed to accumulate in the foreskin it can start to smell, prevent easy foreskin movement, and become a breeding ground for bacteria. Other causes of a smelly and sore penis are sexually transmitted infections such as:
* Non-specific urethritis (NSU) - clear discharge, pain inside the penis and when urinating, often worse in the morning.
* Gonorrhoea - causes pain on urinating with yellow, white, cloudy, green or clear discharge. Symptoms may be mild or severe. It can spread to the testicles causing swelling and redness. Inflammation of the urethra (tube running from the bladder and tip of the penis) - often caused by sensitivity to perfumed toiletries.
* Balanitis - inflamed head of the penis due to inadequate or infrequent washing, allergic reaction, skin diseases like psoriasis, or sensitivity to perfumed products, soaps or biological washing powder."
Hope it helps.

When I saw the question my first thought is that you wanted to be circumcised, but this is very strange. If the smell comes when you are with a particular person, then she could be the cause, but if it is with whoever you go with, then that is another matter. I would go to the doctor today.

Go to your GP and bounce it off him/her. It could be psychological - conditions like OCD, body dysmorphic disorder or a somatic delususion can lead people to think they have an unpleasant smell. If so, talking therapy or drugs might help.
