The US did not declare war on Germany. The US declared war against Japan after the attack on Pearl Harbor. Japan and Germany were allies so Germany declared war against the US in support of its alliance with Japan.
I believe the Red Scare is referring to the communist threat posed by the Soviet Union. The term "Red" is word that is used to refer to communist nations.

Quite simple really. Up to toge attack on Pearl Harbour America was technically, neutral but supplied Great Britain with food and other materials under the 'Lend Lease Agreement'. This was crippling Britain who were fighting the war alone along with the Commonwealth countries, Canada, Australia, New Zealand, India and South Africa, as most of Europe had been invaded by the Germans and Russia had signed a non-aggression pact with Germany. When the U S declared war on Japan, Winston Churchill, the British Prime Minister immediately did the same and allied Great Britain with America. America had to reciprocate by declaring war on Germany and the axis powers. This then allowed the U S to share resources rather than continue charging for them

When the Japanese attacked Pear Harbor in 1941, the US declared war on Japan. Beause of alliances in place at the time (and the aid being supplied to the UK by America), Germany and Italy then declared war on the US, rather than the other way around.

If you are talking about World War II it is because they declared war on us first.
If you are talking about World War I it was because Germany went back to the policy of unrestricted submarine warfare and German U-Boats were sinking U.S. merchant vessels right of the American coast. The U.S. had enough.
