I'm sure the governments made the laws so they could accuse who they want of breaking them. The greater law is to yourself however and those who refuse to go and kill others in the name of their governments are to be commended, not punished. Whether they refuse because they are frightened of dying or from a deeper moral certainty, perhaps they also realise that patriotism is just a mechnaism for sending young people to die for an increased share of a market, nothing more.

The only time Americans would have been breaking the law by running to Canada would be if their draft number had come up and they did not report for duty in the military.

Many lands across the globe have automatic conscription for males between fixed ages. It is incumbent upon men called to do their duty that they don't shirk it. The only way out is on medical grounds.
