It is because of a power saving program. It depends on your manufacturer but there should be a program called something along the lines of "power management" (there may even be an icon for it on your toolbar). Just open that program and there should be instructions on how to change your settings.

you can click on the battery icon that appears beside the time when you turn it off the electric or go into settings in control panel,brighter screen will run the batteries down quicker.

There shall option in the laptop make your screen bright.
it shall have sun symbol with up arrow and down arrow in different keys. Normally it should be Home (to increase brightness) and End (to reduce brightness). This is to be used in conjuction with Function key (Fn).
Press Fn+Home to increase brightness
and Fn+End to decrease brightness.
