Wind. Wind blows the ocean into waves, the stronger the wind and the longer the fetch the bigger the waves. Waves that are generated in one area and then move across the ocean to another area are called swells.

If you're referring to waves and breakers you see from the beach, it's caused when the lower-most water collides with the bottom. The lower water slows and the upper water breaks over it.
