Rust Seal by KBS Coatings permanently removes the elements that cause rust. It's a moisture cured urethane that dries to a rock hard coating... It's formulated to actually draws moisture out of the pores of the metal when curing and blocks further access to moisture & O2 by sealing it with a non-porous coating.
Prep is important:
On rusty surfaces, first wire brush or sand it to remove the loose flakey rust then treat the metal w/ Rust Blast to remove & neutralize the rust.
For prep on new metal... it is most important to first clean to remove any oils or contaminates with the water-based cleaner Aqua Klean so RustSeal can seep into the pores of the metal. Then chemically etch the metal w/ RustBlast so Rust Seal can bite into the metal.

A product called Naval Jelly is hardcore on rust. There are any number of rust preventing paint bases you can get for protecting new metal, such as Rust-O-Leum.

You could use Coca Cola, believe it or not.
Imagine what it's doing to your insides!

I've used Kurust and Jenolite. They're all pretty much the same.

To protect steel from the elements, I've always used Hammerite, which is an enamel type paint. It's particularly good for things like wrought iron gates and outdoor fixtures.
It comes in smooth and "hammered" finishes.
