I don't think there's a monopoly, but America makes many more movies than probably every other country in the world combined(?) and who votes for the Oscars? Past Academy Award nominees and winners. You do the math...

Well, it's not a monopoly, but almost, there have been foriegn film and foriegn actors who played in American films both nominated and won, and there is a separate category for best foriegn language film. Simple reason is this, money, the big Hollywood studios have the most money, equals the most lavish sets, equals the ability to get the best actors for the part (no matter what nationality they are, they will play for the big bucks) the biggest budget just has a better chance of a final product that is going to win.

Because it's an American award for American films. They have a "Best Foreign Film" category for non-US movies. Other countries have their own movie awards - I know there are British Oscars.

Because the Oscars honor movies that are produced by American movie companies--except the movies that qualify for Best Foreign Film. Other countries have their own Oscaresque ceremonies that honor movies produced in thier own countries.

If your country doesn't have a platform for honoring your movies, then maybe you should write to the movie makers in your country and ask them to have some sort of honoring ceremony.

The Oscars is a little bit like saying 'congratulations' to the employees of an American service industry. Every now and then they'll 'tip their hat' to other people who have serviced the 'cash till' and to look all politically correct. It is a shame that we don't have anything to really rival the Oscars, but then again I don't think any other country is quite as full of its own self importance!
