It has nothing to do with sex, it's all about dominance and establishing the pecking order of the pack (your family). The dog is trying to make sure the skunk knows it is further down the ladder then she is. The skunk of course has no clue what the dog is doing and couldn't give a rip about pecking order of the pack.
Look up more info on dog dominance issues to get a feel for what is going on. For now tell the dog "no" and pull it off, if it won't leave the skunk alone put the dog in time out in another room with the door closed for punishment (20 min or so). Separating the dog that way is excellent punishment for this kind of behavior.

When dogs "hump" objects, other dogs, other animals, etc.. it's actually an act of dominance and has nothing to do with sex. They're just trying to assert their dominance over your poor little skunk.
