Budget hotels in Las Vegas would be the
Gold Spike
Western
Wild Wild West
Golden Gate
Arizona Charlie's(Boulder & Decatur)
Casino Royale
Budget hotels have few amenities, and the rooms offered are basic(at best)

Then there are nice 2 & 3 star hotels that are inexpensive(generally)
Orleans***
Stratosphere***
Gold Coast**
Barbary Coast***
Palace Station**
Boulder Station***
Main Street Station**
Sam's Town**
The "star" system is not exact of course some are barely 2 star others would be closer to 3, same with the 3 star...

A couple of 4 stars that often have rates under $69

Usually they are roach infested flea filled rat trap hotels where there are bed bugs and prostitutes and their clients commonly rent rooms by the hour.
But sometimes they mean medium priced hotels for traveling salesmen and the like. I think there is a chain of Hotels operating under that name. Those ones are not too bad. Not real fancy but not full of scum either. It depends on the city a lot.
Oh, Vegas,OK after being very negative, the Budget Hotel in Las Vegas is a Best Western Hotel and is rated as a 2 star hotel. $47.00 per night. The pictures don't look bad, but they never do. It is located close to the Las Vegas Strip. Oh well

Generally 2 to 3 star hotels.

However they can vary in quality a lot between countries. Have a look at the star ratings, prices and locations provided below as a broad range of examples:

Budget Hotels offer the bare minimum, a bed and a shower. You wont have a food and beverage department, in house movies and all the other amenities you get with a moderate or upscale property.

Cheap hotels with little or no additional amenities such as room service, fitness centers, on site restaurant, concierge, etc.
