It depends on the series that it is a part of:

132 could be correct (1,2,3 ... 131,132),
1411 could be correct (12, 131, 1411, 15111),
13531 could be correct (1, 131, 13531),
21 could be correct (Jan 31 > Feb 1)

Without knowing the number before 131 it is kinda difficult to tell you the number after 131.
