They are selfish. When they have finished the roll and there's no more left they leave without washing their hands. Then they go into the canteen and prepare the salad you are going to eat for your lunch.
Horrible isn't it?

They are probably taking the rest of the roll home, these cheap skates. I know someone who used to do that (now retired), and one day a guest asked him where did he get such unusual loo paper (UN HQ quality).

nah, I think that is because most of them are of the male persuasion and frankly I have yet to meet a male person that knows how to change a roll of toilet tissue. they can't help it. it is they way they have evolved, complex things like building skyscrapers and car engines they can do, changing out a roll of tissue is quite beyond them

I use my underpants to wipe that bit of me. It saves the company cost of buying new toilet rolls so helping increase profitability, means I spend less time in the toilet and so more time working, so am more productive to my employer too. Anyway surely we are paid to work not spend prolonged perioods in there skiving!

Ummmm OK. I doubt they just "give up". I think they would have used what was needed to finish the job. If there was no surviving tp then so be it.

As long as they get to use it they don't care if it is empty which is really rude. I always make sure when I leave a rest room there is a role.

It's just selfishness combined with laziness. And grossness.
