<>If you are sure it's water (if it's radiator coolant, your heater core is leaking), then one of the drain plugs in your floor is missing or leaking. In newer cars this will be a pain, but you need to take up the carpet. This may entail taking off the rocker panel cover (under the door). There are rubber plugs set in the metal floor to allow for drainage. You need to see if one is missing, broken, or otherwise not in place.

It happened to me some years ago and it turned out that there was a hole in the bodywork ( where the seal between 2 panels had not been sealed/closed properly).
Also check your door and window seals for gaps.
Get inside on the floor and get someone to spray water onto the car, 1 section at a time, from the bottom up ( otherwise from top down it runs downwards and you don't know whether its coming in from the top or bottom !)

I've had this happen in my own car, the passenger side floor pan would fill up with a 1/2" of water when it rained. I determined it was coming through the sunroof. I took the sunroof off, cleaned all the seals, then glued it back down with some urethane. I would also check that your door strikes are properly aligned, and that your windows seal when closed.

Could be a lot of things. Leaking windshield, leaking door seal, heater core, etc. You might have a friend spray the car with a garden hose while you are inside the car looking for leaks. They can be a pain to find but you have to stick with it. Good luck
