If you bought them on Yahoo Auctions or Ebay, you can't do anything about it. It's against site policy to sell used underwear, partially because it's technically a biohazard.
Did you get ripped off? Maybe, maybe not. You'll have to sniff them. If they don't smell like anything, either you got cheated or the woman who wore them just put them on and took them off.
As for the why, certain people have fetishes for the smell of worn panties, for some the stronger the better.

Buyer beware, you are responsible for the goods purchased as they were posted, if they were posted in a used condition and this is not so, I'd take it up with the seller. It could also be that the fabric has been well kept, slightly used, or washed by hand (doesn't detriorate as machine wash does, why I wash my sweaters by hand). If the seller refuses to budge or tells you go to suck eggs, and especially if this was on an auction service, I'd bring them into it.
But in future, you can NEVER be 100% sure you're going to get what you order over the internet, only what you can physically see both before and after the sale
