There is some price difference because of transportation cost and states receive money which they can share with residence directly as Alaska does or use it to offset revenue from taxes. I think doing more would produce demands from people in Ohio for discounted corn prices, or Florida for cheaper orange juice, etc. It doesn't make sense.

They do in Canada, Alberta pays less for gas and is so rich they do not pay some taxes and get healthy government cheques for being well from Alberta.
