Yes. When we are asleep, except for our sub-conscious mind, our conscious mind is inactive. When we wake up, we are able to see and understand things that are happening around us. Waking makes us aware of current events. In this context, the story probably makes it clear that con men are now starting to realize that there is a lot of opportunities open to them, to exploit people, with their tricks. The article probably exposes some of the strategies increasingly being adopted by these unscrupulous persons to fool people.at large, and warns the public to take care. (I haven't read this article.)
