We will have to do the following:-
Create sufficient stationery for filing the complaints of the anti socials;
We will have to create large number of rooms/houses/apartments for keeping the anti socials;
We will have to appoint cooks for cooking the good food for the anti socials so that they can live;
We will have to have more doctors for all the anti socials for the health problems of the anti-socials.
We will have to create more jobs for the anti-socials.
We will have to do much more than the above for the anti social elements.
