Yes its a video card,but not like Nvidia or Radeon card.Nvidia and Radeon card have a lot more power then a TV tuner card.Allow some Nvidia and Radeon cards have a S-VIDEO output witch can connect to your TV and acts like the the Nvidia or Radeon card.GOOD LUCK
