The books are set in the present day in an alternate universe. They are fantasy, which is timeless. The characters ride carriages pulled by horses and dine by candlelight, but they also have cars and computers (which are useless to witches and wizards).

21st century. After doing much research (or simply browsing the net) i found out that Harry was actually born on July of 1980, so it follows that book 1 was on 1991 and so on.
