Instead of feeding the rats poison I think they should turn some hungry snakes or cats loose in there and that would end it.

I used to live in NYC and came from the Midwest. There is a new meaning to filth and poor food handling there. The rats did not surprise me, every apartment I had there had cockroaches, even my last apartment which was a new building in a nicer part of town. One roach in my apt was so big there my brother had to drop a phone book on it to kill it.
Cats and snakes might kill some but probably you need poison to be sure you get rid of all of them.
