In my opinion IAS is IAS. There is no compare between IAS and MBA (CAT).

Read ENGLISH, AUGUST by Upamanyu Chatterjee...that will tell you about IAS...then read COUNT YOUR CHICKENS BEFORE THEY HATCH...by Arindam Chaudhary...it'll give you ideas about MBA

But in a lighter vein...
On serious note- IAS is a job while CAT is for education...it brings promise of a good job but not necessarily
If you are creative kinds and a hardcore urban fella, then go for CAT
If you love power, can withstand postings to godforsaken parts of the countryside, feel ok with corrupt practices and are also OK to political pressures, go for IAS
