a is obviously wrong, as the south was pro-slavery in Missouri.
While southerners did believe slavery were property, there is nothing in the Constitution defending that right.
Slavery, unfortunately, was not a dying institution in 1820.

So the answer is b.

b. the states wanted to admit Missouri as a slave state because in the Compromise of 1820 there was a clause which stated that Maine would be admitted as a free state and Missouri as a slave state
