Bidets just haven't been a part of our country. It's as simple as that. You could ask why we don't have Far East style squatting toilets, but the answer is the same.
You should stop wiping after making a couple firm front-to-back wipes. This is really something you should be able to tell on your own. If you're finding your underpants soiled when you remove them later, perhaps you need to wipe more firmly.
If you're really uncomfortable with toilet paper, you may, after a couple wipes, want to swipe at yourself with some sort of moist towelette, like maybe a baby wipe.
Experiment.

Wipe until the TP is clean then use a Charmin wipe.

Pardonemwa, I've been to France and saw some of your Woman's restrooms.............it consists of a hole in the ground for the fairer sex to squat over............very sheek for the feminine cheek,no?
