I bought Itunes Music Card, it takes 15 cents when a purchase a 99 cent. Why is that?

I thought I could buy 15 songs instead I notice they take 15 cents off when it's 99 cents for the song.

They take 99 cents plus another 15 cents off. What the heck, Im kind of piss because they expect people not to download music illegal when there kind of ripping me off.
