$1500 is way too much money to be spending on airfare from the East Coast to France. If you're trying to fly out of a smaller airport, that might be why it costs so much. Even during the peak season (summer) you shouldn't be paying over $800-900. It's cheaper to fly during the winter, then you can get airfare for under $600. I'd recommend searching cheaptickets.com.

Depending on what you're travelling to France for, you should work out your total cost rather than just your flight in isolation - as the costs on the ground can vary dramatically. For example, I've always found that the best times for money, weather and ease of travel is on the cusp of high seasons (i.e.: mid-Summer), and certainly outside of school holiday periods! So Spiring and Autmun tend to work best, when hotel fares are often lower, and you're unlikely to have problems with getting a seat in a restaurant or have to wait too long to get into a gallery and the like.

For school holiday periods that includes the UK and Germany, as well as France, as the former two countries tend to influence prices and peak periods when they travel.

The worse time is when school age children are out of school. ( Summer, Christmas break, Easter break) I think that is a little high.
($1000 or under is about right for non peak season)
