compliment in what context ? at work? over something they have done?...or her physical appearance?
If it is her appearance....unless you wife is right beside you when you do so...the woman might take it that you are interested...and if you do it in front of your wife..your wife might think you are interested in the woman......my suggestion is if you are complimenting this woman on something she had done..than it is fine...but if it is her appearance I would keep my lip zipped.......

Of course it is a matter of manners.
If a friend looks nice or smells nice compliment them.
You will really please them. Perhaps its her birthday, her husbands or she's on a promise
