Remember ole chap. It is very probable you could get in trouble for that in this day and time. Even lose your job and your wife if you have one.
Just admire and say nothing.
A lot of women know when their being homed in on. It is another sense woman have, we men don't have (It's kinda like the weaponry of the military, they know when they've been locked on) .

compliment in what context ? at work? over something they have done?...or her physical appearance?
If it is her appearance....unless you wife is right beside you when you do so...the woman might take it that you are interested...and if you do it in front of your wife..your wife might think you are interested in the woman......my suggestion is if you are complimenting this woman on something she had done..than it is fine...but if it is her appearance I would keep my lip zipped.......

Discretion is the better part of valor. She doesn't need the compliment as much as you need your wife.

Of course it is a matter of manners.
If a friend looks nice or smells nice compliment them.
You will really please them. Perhaps its her birthday, her husbands or she's on a promise

no its uncomfortable. i have had that happen a couple times and it makes the woman feel like an object and not a friend.
