shielding effect. and the process you're talking about is ionization and ionization energy. ill try to explain..
say u have 5 protons in the nucleus and 5 electrons and the charges "cancel out". u take an electron away and now its 5-4
the pull the protons have on the electrons will be stronger and will take more energy to take another electron
