I just want to make the icons bigger without changing the screen resolution.

rightclick on the desktop select properties then the appearance tab
then font size. change to large

Icons really are pif or gif images depending on Windows and Macintosh. A programmer makes it for the application.
You might want to check the video card utilities either small,medium or large.
Otherwise the fonts and resolution settings are at: Display Settings Properties like:
Display Settings properties -> Apperance -> Advance Appearances -> Font
Font as in per windows.

right click on your desktop, go to properties, then to settings, & try to adjust the screen resolution to your disired icon size.
