i'm trying to go from IL to VA with 2 dogs want to know if anyone know of a plain, train or a car rental place that takes 3 party credit cards

You would be able to get a train ticket via 3rd party credit card (the person who owns the credit card would have to do it, but could online. UNFORTUNATELY, amtrak does not allow pets, period. (Service animals only exception).

You could also book a plane online, using a 3rd party credit card ... you just have to have all the pertinent information, including security code. Or the person owning the card can book it for you. I don't know if you could do this at a travel agency or not, but I have experience on both airlines and trains of doing this online. Very small dogs can ride in a carrier with you in the cabin, and I don't know if there is a limit of how many. You will have to pay a fare for the dog, even if you keep the carrier on your lap. Larger dogs will have to go in a crate in baggage, and before you do this, I recommend that you read on the effects this can have on animals. There is also a charge for this per animal/crate.

Renting a car is another issue altogether. Yes, a third party can use their credit card, BUT most rental agencies require the owner of the credit card to come in to the office you are renting the car from to do this. Most will not even allow the person to go to a sister office in another town, it has to be the one you are renting from. You might want to also check the rules regarding animals prior to renting a car.
