There are limited possible reasons for this:
1. Overheating
2. Processor Failure
3. Memory Failure
4. Motherboard Failure
5. OS Corrupted
6. Master Boot Record Corrupted
7. Power Supply is Faulty

Two possibles: The C:\\Windows partition and files are most like corrupted, preventing a full boot up into the OS. To remedy this, if you know you don't have anything important you want to keep on your laptop, try and use the XP or manufacture CD to recover. Number too is that allot of Laptop start up problems are cause by RAM issues. I know this for sure, having a laptop that wouldn't finish booting due to weaken RAM running at half the normal speed. My suggestion is either make your current laptop hard drive external by purchasing a kit for a 2.5" hard drive and finding a nice friend to back up your important information, then using the recovery method.

Yes its true, replacing a new psu or power supply unit is a good choice of option. And after replacing psu reprogam ur OS by selecting a repair options upon booting to Windows CD. If this things don't work incase consider also ur RAM pick up the RAM from the memory slot and clean the pins by using an eraser. Try to install on the other slot of ur mobo.

Try the Windows XP option to restore the settings one month before. See System Restore, Windows 2000 Professional does not have this option tis new new even old drivers are put back instead of updates. Apple Mac did not have it. Linux never had it.

Last time I found someone who ran into this problem was a poor power connector. Which means there's no power to run the computer, so it's turning on but it's not in a sense.
