How young is this girl? And how old are you? How well do you know her?
If she's younger than 14, stay away!
If she's 15-19, she may just be teasing you and expressing/flaunting her sexuallity. Approach with caution. It sound like you've given this more thought than she mght have.
If she's 20+ and you're sure that she's sober, I'd wait to see if she does something like this again and wait for her to kiss you. Let her make the next move. Then you can bang her.

The main factor which permeates through this question is if you like the girl or not. If you are looking for a relationship, i suggest you look else where because if she was a good candidate she would treat you and herself with respect, since she is obviously teasing you. On the contrary, her attempt to turn you on by doing so may be hinting that she wants to get sexual with you.
