Well, let me begin by saying that wet clothes become dry when all of the water has evaporated from the fabric.

On warm days water evaporates faster because the water has more kinetic energy and thus the particles are moving faster.

In contrast, on colder days evapotration takes longer because there is less kinetic energy and the water molecules are moving slower.

KE is directly proportional to temperature. In cold days low T result low KE, but in warm days as T increases KE also increases it means that the water molecule on cloth come in motion faster i.e. evaporates quickly from cloth hence result clothes dry quickly.

lower temperature -> lower kinetic energy and vapor pressure
when you raise the temperature the particles are moving faster and can evaporate more easily.
