By the sound of it, you want a free online game with a graphical interface. Have you tried Neopets? You can build a Neohome out of various materials, and decorate the rooms and garden however you want.
Neohomes are one of the smallest features of the game, though.

You could try Club Penguin. It's a bit of a kiddy game but it's cute. A pretty popular game that's like Neopets is Marapets, too. IMVU is like Habbo Hotel with a lot more customisation and better graphics, but that requires download.

if your computer can handle it, silk road and kalonline are fantastic games. their free and fun to play, if you do decide with the games i suggested do not give your account name and password to no one, kal is known for having their accounts being hacked.
