When can you upgrade your cellphone for the plan price while still in a contract?

I'm using Telus now..and wanted to know when I can upgrade to a new cellphone using a new plan price while I'm still in a 3 year plan. I heard you can upgrade in 2 1/2 years while making a new contract plan but wasn't sure? I'm got another year until the plan expires.

probably but they will make you sign a new contract. call 611 from your cell phone and ask
