It is the past of will.

Past:
I would have loved to have gone with you. I'm sorry i was busy.

Present:
Would you eat that for $1,000,000?

Future:
Tomorrow, i would like to go to the pub.

An easy way to remember is this phrase:

would've, could've, should've...

It is a way to say: in hindsight, i'd of done things differently.
