+10 - (-25) = 35 is the correct answer, but the question is really comparing apples to oranges. The "wind chill factor" is more of a biological effect than an actual value for temperature.

Basically it is a measure of how much faster heat will be carried away from your body in a moving air stream than in still air. In still air you will develop an envelope of warmer air around your body and lose heat less quickly. In a breeze that envelope of warmer air will be carried away and you will lose heat from your body faster.

So the wind chill factor is a value that represents what the temperature would have to be without the wind blowing for your body to lose heat at the same rate.

The difference is 35°. Why is because moving air with any sort of humidity in it carries heat away from an object much faster than still, dry air. Wind chill affects any object which has a temperature higher than the actual temperature of the wind. Once temperatures equalize there is no way to carry away more heat, and wind chill finally becomes ineffective.

Hi 10- (-25). Moving air carries away heat much faster than still air.

Edit: Wildcat_110 considers 0 as a number, which is correct. But you start with 10 and do not count it twice.

the difference would be 15 degrees and it is because the wind removes heat making it feel colder than it is. Kinda like blowing on your soup to cool it faster.

Difference means to subtract
10 minus -25
10 - (-25) = 10 + 25 = 35
