f(x) is the same as y

(2x - 3y)/3 = -6/3 ... divided both sides by 3

2x/3 - y = -2 ... performed the division

-y = -2 - 2x/3 ... subtracted 2x/3 from both sides

y = 2 + 2x/3 ... multiplied both sides times -1

2 + 2x/3 = 2x/3 + 2 = (2/3)x = 2

So I say A

(but note that 2/3x + 2 is an incorrect way to write (2/3)x + 2)

2x - 3y = -6

So,move the 2x to behind the equal sign, the positive sign of 2x is changed to be negative, that's :
-3y = -2x - 6

Then, multiply it all with negative, so that there'll no be any negative number :
3y = 2x + 6

Divide all by 3:
3y/3 = y
2x/3 = 2/3x
6/3 = 2

so:
y = 2/3x + 2
