The Baker Act is legislation enacted in Florida, but, I'm pretty sure every state and the District of Columbia have some some kind of involuntary mental health commitment statute. In 1975, the Supreme Court ruling on O'Connor v. Donaldson pretty much made those statutes universal.

I am not sure what the law is called in other states, however,at one time Florida was one of only nine states that did not allow court-ordered outpatient treatment for people with untreated severe mental illnesses. Then Gov. Jeb Bush signed HB 463/SB 700, the Florida Sheriffs Association's legislation to reform that state's mental illness treatment law, known as The Baker Act. The law allowed court-ordered outpatient treatment for people with severe mental illnesses, like schizophrenia and bipolar disorder, who have a history of noncompliance combined with either repeated Baker Act admissions or serious violence. Cosponsored by Representative David Simmons, Senator Durell Peaden, and Senator Rod Smith, the legislation becomes effective January 1, 2005.

Recent statistics on the first three years of New York state's similar law (known as Kendra's Law),revealed that for people placed in court-ordered outpatient treatment, 63 percent fewer were hospitalized, 55 percent fewer experienced homelessness, 75 percent fewer were arrested, and 69 percent fewer were incarcerated. Individuals in New York's Kendra's Law program were also more likely to regularly participate in services and take prescribed medication. The number of individuals exhibiting poor adherence to medication decreased 67 percent and those exhibiting poor engagement to services decreased 42 percent. Kendra's Law has also had a marked effect on individuals with co-occurring substance abuse problems: participation in substance abuse services doubled.
