We can't. Like entropy in thermodynamics, as long as there's people out there in positions of power, there will be corruption.

We could minimise it so much that people will be scared to take bribes. For that what we need is an honest prime minister and honest politicians. If the prime minister done what anil kapoor did in the film Nayak we will get rid of corruption for good. Then all police would be honest. Then justice, truth and honesty will prevail " Satyamev Jayate"

By increasing the cost of corruption.
Make those who are in positions of power pay dearly if they are found guilty of abusing their posts for personal gain. Heavy jail time in a real jail, extremely heavy fines, make them reimburse the government for prosecution of their cases. After they have served their sentences, strip them of their citizenship and kick them out of the country.
I'm not recommending any of these courses of action; I'm just illustrating that in order to reduce the amount of corruption, the penalty must be severe enough to deter it. When a government bureaucrat abuses power, it is far different from fast food cashier stealing from the register. In the bureaucrat or politician's case, 300 million people are being defrauded and must pay the price.

Some powers of the PM / CM should be taken and given to the President / Governor they should look after it without any interference of the PM / CM.
We need atleast one really impartial news channel or newspaper. Actually these days it has become complete business.
