No, you will be violating the Copyright of the character. What you can do is model the character to approximate the Disney character but it cannot be exact.
So you can make the hair a different color, if the clothes have flowers,make the flowers different. If the clothes are of a particular color, make it different.
There had been the same problem years ago for party companies that had characters that looked exactly like Barney and they ran into trouble. They changed to color to anything but purple and it seemed to work.

No. Disney characters are copywrighted, using the without Disneys permision is against the law. You can use a Disney Character if you get permission from Disney. the other way you can use Disney character is if it is licencsed (birthday cakes "Cars" or "Finding Nemo") . I would change your chacter up by changing the colors of hair,clothes,color of character.
