Well you make this sound like it is an off leash park and lazy owners don't do any training with there dogs in these location 99% of the time. Since you are well walking into the center of the beast I think in a way you are accepting some risk. I deal with dogs a ton and 99% of all dogs are just curious and some bark looking for a reaction if you do not give one most just carry on with there business. So in most cases just stop and be a tree. Since you are pregnant for sure you don't want any dogs jumping up so you are well in your rights to give the dog a stern warning to get away and GO. You also have a right to protect yourself if they don't go and if they get aggressive what you have described is just rude behaviour. Also even ruder human behaviour sounds like she feel entitled also without hearing her side I guess we will ever know. It really is too bad the owners have no clue and can't even apologies but if you where rude to her maybe she decided that you where also in the wrong. I have to say that I think letting dogs get opportunities to run off leash is very much needed and we live in a world that we should share. I have had it happen a couple times with people that walk up on me and my dog without any warning and get mad because they are fear full of dogs. Look most off leash dogs are not bad and not people aggressive so if I was you I would try and get along with your neighbors and there dogs. I am sure you could call animal control or your local police or you mayor in your city but is this the only battle you need to fight. Like I said could you give these dogs more room when passing is there another way to go? Can you learn a bit more about dogs it wasn't that long ago when most people grew up on farms and knew how to deal with animals now everyone is a city kid and they are dumb to nature and animals. Just to add dogs are not very unpredictable they are predictable and if you knew anything about them then you would understand what drives certain dogs. my dogs would be awesome with a baby in the house but I don't leave my child alone in the house ever so I would never leave my dog and my child alone. The people that had the baby in the car seat and the 2 dogs in the house did not do what they did with any malice and I am sure other people will learn from it. Where those people bad parents well maybe but I am sure every parent has done something wrong and they got away with it. But to say people should give away there dogs when they have a child is just wrong. Wow look we get it you want everything your way and dogs should be perfect and leashed and quiet and out of sight and not owned by any one as they are all beasts. Please sign up with PETA you will get your way. I still say share the world and stop looking for trouble you will live longer and be a happier person.

At a doors concert a cop once thought Jim Morrison wasn't really in the band and that he snuck back stage, so he pepper sprayed him and got fired. Then Jim Morrison told the story on stage and started a rally and got arrested for lude behavior. He was later released, but not too long after, was arrested on four counts of lude behavior, convicted, and fled jurisdiction to paris while on bail pending an appeal.
And I have no idea why.

I assume you know they're out there. But how do you know they have pepper spray? Did you open the door and ask them if they had it? Maybe they just have the wrong house. Go out there and ask them who they are looking for. If you're afraid to do this, then maybe they have the right house. What do you have inside that is illegal? If nothing, then don't worry about it, just ask them what they are there for.
