Because people with very few brains let their dogs run around with out getting them spayed or nutered and then the female gets pregnant and surprise! More puppies in a world where there are already to many animals without homes.

I think them laying an egg would be kinda creepy. I think i know y u r asking. did ur dog have puppies when u didnt want it to? just w8 til the puppies dont need their mommy and give it to the local shelter or a neighbor.

Becase when they're un-nuetered, they get all "happy" and to a dog, a female's a female and a male's a male (or your leg's your leg) and they don't care and go wild because they're in heat and it doesn't matter. Plus, having kittens, or turtles would be perverted.
