I do not know what state you live in, but the normal process is to do a walk through with the manager before you surrender your door keys. They have a check off list and after the both of you have walked through the apartment, you sign the list stating that you agree with whatever is OK or not OK.

If you did not do a walk through with the manger, did you take pictures of the conditions of the unit when you returned your keys? If not, they you best bet is to talk to the manager and see what the disagreement is about.
