My guess is the umbilical cord.
This has never happened to me. I have 5 kids. 3 boys and 2 girls

Unfortunately, ultrasounds aren't crystal clear pictures... they can be pretty deceiving, since human error is a pretty big margin.
They look for 3 lines 'down there' to indicate a girl.. on a boy, you'd think it would be pretty obvious with the penis and balls, but sometimes things like the cord being in the way, or even in between the legs, could be misleading. I'm not completely sure how they could confuse boys as girls, but I've known it to happen a few times...

An umbilical cord between the legs. Mattering on the angle, it can be mistaken for a penis. More often then not, ultrasounds are pretty accurate, but they're never 100% correct.

It can be just about anything from placement of the umbilicus to a finger. An ultrasound of a male infants genitalia doesn't quite look like that of a little boy's penis. Remember this is at about 17 weeks of gestation...even a newborn is more developed than a 17 week fetus.

Sometimes it's the umbilical cord between their legs. Or it could just be a "bubble" in the picture. I think with the newer ultrasounds, this won't be as likely.

From my experience, it's more likely to mistake a boy for a girl than the other way around.

The female genitals on an unborn baby are swollen so that could be part of it. There's also the umbilical cord too. That, or the techs are just dumb!

Ultra sound is not 100% accurate and babies look the girls before the genitalia appears. and like the others said it could be the umbilical cord or a limb.
