I was working at a Chevy dealer back in the day and didn't care too much for either one of those two cars.
The Citation was an oil leaking mess. The engine, transmission, and drivetrain in the Chevette was pretty good. The interior of both cars was low quality.
If I had to choose,I would pick the Chevette.

the chevette was built on a platform shared with the isuzu i-mark sedan[diesel] which was a good car everywhere the chevette wasn't, it also rode and drove better. .the chevy was a trash heap oily mess to work on while the isuzu was easy and clean. the last chevettes were available with the i-mark's diesel engine and is the only chevette worth considering [no i'm not particularly a diesel or isuzu fan ] but if you must have one of these get one that will at least stay together.

You've got to learn to set your sights a little higher. The Chevette is a death trap looking for a victim. The Citation might fall in two, and leave you driving the front end down the road and your kids or friends waving bye-bye from the back seat.
I would rather choose between a Corvette and a Ferrari.

Cavalier Z-24. Aside from that Chevette had an "upscale" model with a cheesy hood scoop.

definetly the chevette, i just put a 355 in mine and i cant keep the tires from spinning at full throttle going down the road at 60. the citation is just a glorified cavalier hatchback!

You actually found a Chevette? I haven't seen one of those things in years. LOL They were good little cars if you took car of them, but they wouldn't take much abuse.

chevettes...holy cow man i havent seen one of them in a while. i remember one of my friends had one in high school, we used to bust his balls about it too. their alright cars, but from personally riding in one, their not too fast.....we probably got passed my a turtle. the citation was a more family car i believe, the chevette is kinda a sporty version....if you can call a chevette sporty.

Chevette, hands down. My trade school principal had one that he put over 375,000 miles on. Still ran like a top but the body just couldn't go any farther. :(
