if you have good skin, you wouldn't need a foundation, just a layer of tinted moisturizer will be fine. but if you have a few unhappy spots on your face, i suggest mineral makeups, they're very light weight when it's on and doesn't clog your pores or ruin your skin, you can get a cheaper, high quality version from www.everydayminerals.com instead of trying bare escentual - to me they're such a rip off and has a very limited color selection. since you have rather darker skin, i suggest you to wear black eyeliner on your top lid only, don't line the bottom lid! then use a few coat of mascara - i prefer clinique's high definition, it's a must-have in my makeup bag. you can also use some blush if you like - you may also find a right shade from everyday minerals. then finally, lip gloss - bath and body works have some good lip glosses and please try them on before buying them. that's my two cents for you, hope it helps. :)

If you are pretty without makeup then why not go without?
But if you insist on weraing makeup to a fancy meeting well, here is my suggestion.
If you have medium to dark skin with dark hair I would go with Browns. Like Brown eyeshadow half way up to the eyebrow, then add in some tan eyeshadow right below the eybrow to blend in all the colors. Then I would get black or brown eyeliner and put it right along the bottom of the lids, next to the eyelashes. then I would put more eyeliner on the bottom and also some brown eyeliner right below the bottom eyelashes. Dont wear foundation, that will be when the pimples start to form because of pore clogging. But dont forget the Mascara!
So just remember...Blacks & Browns and maybe a little bit of the color you're wearing. Like if you have black and pink on..I would do brown eyeshadow with a little bit of pink eyeshadow to go over it. & then add the tan eyeshadow right below the Brow.

Sweets, go to a make-up counter & have them help you. Sephora has great trained make-up artists if you have one near you. With your colouring though, you can do almost any colours on your eyes, lips & cheeks. Corals or pinks would probably work well for you.

get a nice foundation. Ofcourse a lip gloss (clear of bronze) Get some nice dark brown tones of eye shadow for your eyes and then maybe some liquid eyeliner just on your top eyelid

try tanish/earth/goldish colors. they tend to bring out certain tints in your skin. Just stay with really light make up. Also a black mascara and either black or brown eye liner
